In 1883 Charlemagne Tower built the Duluth and Iron Range Railroad DampIR, linking the town of Tower with Two Harbors on the shore of Lake Superior. Starting in 1884, lake freighters delivered the ore to the steel mills through the lower lakes ports. In 1888, the railroad was extended to the mines in Ely, Minnesota.

The Soudan Iron mine is the oldest and deepest mine in Minnesota. The first crew of miners left Duluth in June 1882. Initial evacuations were underway when the town site of Tower was laid out in 1882 in anticipation of the iron mining industry.
Along with the railroad Tower also incorporated the Minnesota Iron Company to conduct actual mining operations. This subsidiary also aided the railroad when-needed, such as building servicing facilities roundhouse and maintenance shops in Two Harbors. To commemorate the lines opening, 2-8-0 8 handled the first trainload of ore on July 31st.
